Authoritarian regimes increasingly govern not through coherent bureaucracies but through fragmented, hybrid, and semi-privatized arrangements such as Special Economic Zones (SEZs), Government-Organized NGOs (GONGOs), and Public-Private Partnerships (PPPs).
