The anomalous foreground was detected 10 years ago as an unexpected Galactic screen at cm-wavelengths in experiments designed to map the Cosmic Microwave Background (CMB), seen in the direction of cirrus interstellar dust clouds and ubiquitous at high Galactic latitudes.
